The Challenge: The exterior Transite surfaces of the steam plant at this prison facility, owned by the State of California, contained Lead-Based Paint that was peeling, flaking, cracking and chalking. Facilities Managers had two obsolete hazardous building materials to deal with and they wanted to avoid disturbing them.
